This is a Factory OE fresh air snorkel assembly for the air cleaners on 1968-73 Fiat 124 Spider cars.
Spring loaded and pivoting, can be rotated downward in the winter to pick up warm air from the exhaust manifold, and rotated forward in the summer for cooler air.
