This is a bottom spacer base plate for DHSA carburetors as fitted to Fiat 124-series with single plane manifolds, including Spider and Coupe through 1970.
Installed between the carburetor throttle plate base and the intake manifold. Notice the tapered opening for different sized primary/secondary venturies.
